During the US government shutdown, I’ve started thinking about how it would be advantageous for the space industry to be less subsidized by the government. This would necessarily mean that engineering and construction companies in the private sector would be devouring their donors to command exhorbant profits. Let’s pretend that I’m okay with that for the moment… to jump out of the frying pan and into the fire, as it were.
Then, I remembered I have a book I picked up somewhere: THE MILLENIAL PROJECT: Colonizing the Galaxy in Eight Easy Steps, by Marshall T. Savage (1987). His concept is innocent enough: to build self-sustaining, politically autonomous sea colonies in open waters as a stepping stone to developing space colonies. I wondered if anyone had acted upon his ideas. It seems, that for the most part, the answer is no. I did, however search the term OTEC (Ocean Thermal Energy Converter) and found an article (April 2013) about two such power plants - one 10MW plant abandoned in Hawaii, and plans to build a 100MW plant in the waters near China. It seems lack of funding to complete the smaller construction has halted production. Neither of these is advertised to be central to the Millineal Project.
